Supply Chain including Purchasing and Subcontracting Compliance

John Dyer, CPA, works with clients to address purchasing, subcontracting and supply chain issues.  We bring a mix of perspectives from industry, government and auditing to optimize a balanced approach for supply chain operational effectiveness, affordability and compliance risk management.

Part of our work in this area is directed toward Contractor Purchasing System Review (CPSR) matters, including first time CPSRs, or assuring the continued acceptability of an approved system. Some of the CPSR services we provide are: 

• Assessing consistency between actual business practices and written policies and procedures;
• Assessing subcontract management including administration of complex subcontracts;
• Assessing opportunities to enhance supply chain processes for greater cost recovery and increased cost savings under a compliant infrastructure;
• Assessing the adequacy and effectiveness of internal controls related to purchasing practices and the system as a whole;
• Developing compliant policies and procedures;
• Developing  remediation plans for weaknesses in the  purchasing system; and,
• Providing training on process controls and system requirements needed to comply with the intent of acquisition regulations.
